Phase 1 Effective from 1 Jan
2016, all ports who find themselves already following suit to MARPOL to limit
sulphur emission to less than 0.5% are entitled to decide to enforce the
regulation on their own discretion
Phase 2 Effective from 1
Jan 2017, all vessels in the Core Ports of emission control area
are mandated to use compliant fuel (sulfur max 0.5%) within one hour (time
allowance) after arrival
Phase 3 Effective from 1 Jan 2018,
all vessels in mentioned ports of the emission control area are mandated to use
compliant fuel (sulfur max 0.5%) within one hour (time allowance) after
arrival
Phase 4 Effective from 1 Jan 2019, all vessels in
the emission control area are mandated to use compliant fuel (sulfur max
0.5%)
Phase 5 by 31 Dec 2019, the government will evaluated
the results and consider if further steps will be carried out or not, such as
leveling up the regulation into sulfur 0.1% max, or enlarge the SECA to other
ranges
Although Phase 1 will be effective 1st Jan
2016, it is unclear as to which ports will decide to enforce this regulations
next year. Suppliers are staying tuned with various port authorities.
